In accordance with the despatch of Sir Cecil Clementi, to His Excellency the General Officer Commanding the Troops, South China Command, dated 7th May 1926, which was forwarded to you under cover of the Colonial Secretary's note dated 8th May, 1928, I am carrying out the policy therein indicated and await the result of the action promised by the Government of Canton.

From the report it will be seen that the pirates do not so far appear to have been deterred from carrying out their nefarious practices from their

lairs
